It is not a “civil war” for Americans to “execute the laws of the Union” upon rogue officials that are abusing the limits of their delegated authority.
The Revolution was won in 1776 and no “second revolution” is necessary for We The People to reassert self-governance amid the corrupt actions of criminals holding the reins of government. It does, however, require individual patriots to develop clear thinking about the nature of political authority, constitutional order, and civic duty. Most importantly, it requires overcoming propaganda, operant conditioning, and the personal fear barrier.
This is just another way of saying an organized, armed, and, most importantly, disciplined population is “necessary” for securing a Free State. The remedy for most of the political ills plaguing society, e.g., central banking, fractional reserves, inflation, welfare, cronyism, boom-bust cycles, incompatible immigration, property violations, foreign interventionism, illegitimate elections, etc., is empowered individuals that act entrepreneurially, accumulate wealth, and cultivate influence to contribute to the mutual well-being of their communities.
This is The Way.
